ACT TO ALLOW FOR CONSUMER REGULATED ELECTRIC UTILITIES
State Policymakers - You can have faster electricity development, bringing economic development, while reducing the cost and reliability pressure on your citizens with no cost to taxpayers. This is possible by unleashing the talents and creativity of entrepreneurs. That's "Consumer Regulated Electricity" (CRE).
The American Legislative Exchange Council finalized a model policy for states to create new CRE utilities (CREU). CREUs can act just like regulated utilities, but they must be islanded from, or not connected to, regulated electric systems. That means they can't impose cost or reliability risks on the ratepayers of regulated utilities.
CREUs will not be considered public utilities and therefore the public utility regulator will have limited oversight. That means the CREUs can move faster and be more creative than regulated utilities.
CREUs remain subject to all other state laws and regulations including environmental, building, and workplace safety.
