Working within the confines of the existing electricity sector is very difficult for fast moving businesses. The sector is slow moving, bureaucratic, and has challenging political dynamics. That's why "Consumer Regulated Electricity" (CRE) bypasses the existing sector to allow private investors to create new utilities, focused on the fast moving data center industry, and free of state regulators and the associated stakeholder battles. CRE is state policy that needs new legislation in order to reap the benefits of SPEED.
