Sarah Montalbano of Colorado’s Independence Institute testified that Consumer Regulated Electricity, “…allows private capital to finance the infrastructure without the possibility of shifting cost to existing ratepayers. …and it would generate real world data for us about how market-driven electricity systems perform in terms of cost, reliability, and environmental outcomes.”
