When states traded electric utility competition for regulated monopolies, they unwittingly threw away future creative destruction in the utility sector. Without the threat of competition, there was no need to innovate. Without the opportunity to enter the market, no one else can innovate. It makes sense then that today we have an industry that struggles to keep up with the times.
