“CRE allows private utilities to generate, transmit, and sell electricity directly to customers under voluntary contracts, entirely unconnected to the regulated grid. Ratepayers are fully insulated from data center infrastructure costs because the systems are physically islanded from the existing grid. HB26-1246 ultimately died in committee, but legislators should work to enable this additional pathway for data centers to site in Colorado.”
