“…Consumer Regulated Electricity (CRE), would allow for voluntary, off-the-grid power arrangements, letting large-load users build or purchase their own electricity resources in parallel to the current grid or to join with other, similar customers in sharing such a system. Those resources could be anything — natural gas, solar, batteries, even nuclear. Importantly, they would be built and utilized without any costs to utility customers. The American Legislative Exchange Council offers a model bill on CRE on its website.”
