HB672 is about to create revolutionary opportunities for electricity consumers. The bill started with our "Consumer Regulated Electricity" but in the bill is called "off-grid electricity".

The purpose of off-grid electricity is to provide faster and more innovative new electricity supplies to New Hampshire. Under HB672 off-grid electricity suppliers will not be considered public utilities and will be exempt from RSA Title XXXIV. Businesses considering self-generation may find it attractive to instead have off-grid suppliers use their expertise and capital dollars to build the needed generation, wires, etc. It should also be attractive to businesses to have the off-grid supplier manage the operations.

The other exciting feature is that the off-grid supplier can connect the same generation and wires to other businesses. This brings scale benefits: lower cost, higher reliability, and a reduced environmental footprint. These benefits don't come without constraints: off-grid suppliers must be just that, off-grid. They cannot connect to existing transmission or distribution systems.

Off-grid suppliers will be an attractive option for new large loads moving into the state, but existing loads still benefit. Each new large load that chooses an off-grid supplier instead of the standard utility connection reduces the cost and reliability risks they would have otherwise added to the existing utilities. That's a win for everyone in New Hampshire.
