It can’t. That’s why instead of continuing to rely on the existing antiquated sector, we need to allow more entrepreneurs and private investors into the space so they can bring the speed and innovation. “Consumer Regulated Electricity” (CRE) is model policy to achieve just that: state policy that would make it easier to build new, independent, competitive, and large-scale utilities. CRE is how electricity can keep pace.
