Consider why turbine manufacturers are so backlogged and slow to respond. Could it be that turbine manufacturers are risk adverse based on their decades of serving the slow moving heavily regulated sector? Could it be that the traditional turbine manufacturers are worried about the risk of future carbon policy upending investments in new capacity? Either way, the problem is too much government control. Consumer Regulated Electricity (CRE) will allow more entrepreneurs into the sector who are willing to take on more risk.
