Surging Power Costs Are Putting the Squeeze on Customers
If you're a state legislator struggling to balance concerns about rising power costs with the need to welcome new businesses to your state, "Consumer Regulated Electricity" (CRE) should be on your list of policy tools. CRE is a very simple idea: allow the creation of new, independent, competitive, and large-scale utilities that can focus on the new large loads like data centers. Since these "CRE utilities" will be new and competitive, they'll be innovative. Since they'll be independent of the current system, that can't impose cost or reliability risk on existing ratepayers.
