Wisconsin Energy Policy:Innovating Within the Regulated Monopoly

“A simple legislative solution known as Consumer-Regulated Electricity (CRE) would address rising energy demand by shifting the financial risk of new infrastructure from ratepayers to private investors. Designed to work in conjunction with the current grid structure, CRE allows privately financed electric utilities to operate outside the traditional regulatory system to sell electricity directly to new industrial customers through voluntary contracts. This solution would give Wisconsin a competitive advantage over other states by reducing the time and uncertainty associated with large- scale energy deployments under the current system. By encouraging power providers to compete for contracts, this solution positions Wisconsin as a hub of energy innovation and capital investment.”
