ERCOT: Not a Free Market

"Is ERCOT a free market for electricity?" I recently attended a luncheon in Houston with a bunch of free marketeers (electricity was not the topic). When the topic turned briefly to electricity, those I was speaking with thought that ERCOT is a free market. It's often portrayed as such, but it's not.
