HB672-FN: to allow for off-grid electricity providers in New Hampshire.

An update to the May 8th post. HB672 (New Hampshire's version of "Consumer Regulated Electricity") first needs to go back to the House since the Senate amended the original bill. It will go to the Governor after that, possibly in the July/August timeframe.
