Optimizing On A Single Variable

Government organized electricity markets optimize the lowest cost dispatch which is heavily distorted by assorted government policies, and then try to work everything else around that. Markets that aren't government planned optimize on many attributes, in different ways by different parties, and all at once. "Consumer Regulated Electricity" or CRE is state level policy that would allow individual parties in electricity to optimize on the attributes that they care about and change those optimizations as they wish.
