At the end of the day, a forecast is a guess and a good guess one day in no way provides certainty about the quality of tomorrow’s guess. Moreover, the greater the growth potential, the greater the likely forecasting error. What the U.S. needs at this time is to give the large loads a better off-ramp from the regulated grids. If states and FERC allowed entrepreneurs to build new, independent, competitive, and large-scale utilities, the entrepreneurs and their investors could take on the forecasting risk instead of relying on ordinary ratepayers. “Consumer Regulated Electricity” (CRE) is a policy targeting exactly that.
