Here’s an idea that’s better than making existing utilities compete: let entrepreneurs build new utilities. If the new utilities focus on new loads excluding residentials there is no need to subject them to public utility regulation. If they aren’t subject to public utility regulation, the new utilities can connect new customers faster and they can experiment with 21st century designs, technologies, and operating practices. Anything the existing utilities do is necessary constrained by decades of decisions and investments that aren’t well suited for today’s fast pace.
