Analysis of the2025/2026 RPM Base Residual Auction

PJM's IMM finds that data center load increased capacity costs by more than $9B. Doesn't it make sense for state policymakers to offer new data centers an alternative to plugging into the same struggling grid? "Consumer Regulated Electricity" or CRE is such an alternative. CRE is state-level policy that would enable the creation of new, competitive, independent, fast moving, and innovative large-scale utilities ("CRE Utilities") focused on the data center growth, creating an attractive alternative to the standard utility connections. Data centers would be attracted to the speed and innovation of CRE.  States enacting CRE would gain a means of attracting new businesses without burdening taxpayers or ratepayers and without adding reliability risk to existing grids.  CRE isn't a magic bullet that will single-handedly solve all electricity challenges, but it sure will help.
